He has a master’s degree in Regional Studies on Development and Environment from Universidad Iberoamericana, with postgraduate diplomas and specialization in Environmental Management from the University of California Berkeley (USA) and in Environmental Economics from the Polytechnic University of Madrid (Spain). She specialized on Ecological and Environmental Economics at the Faculty of Economics of the UNAM.
She has worked as an official for the United Nations Development Program (UNDP), the Food and Agriculture Organization of the United Nations (FAO) in direct collaboration with the Global Fund for the Environment (GEF). She has also had experience in the public sector, NGO’s, and international non-profit organizations. She belongs to the network of researchers of the Iztaccíhuatl-Popocatépetl National Park. Doctor in Artificial Intelligence from the Polytechnic University of Catalonia in Barcelona Spain. A highlight of his career has been his work as head of the systems development and maintenance department at the Electoral Institute of Mexico City, serving as the technical leader of the Information System for Preliminary Results in the 2000 elections.
Since 2001 he has been a professor-researcher at the Center for Research in Information Technologies and Systems, CITIS, of the Autonomous University of the State of Hidalgo (UAEH), Mexico. With more than 17 years of experience working with UNDP in different country contexts in the Latin American Region. Since 2006, she has participated in field missions providing technical assistance to UNDP Country Offices and governments in the region in the area of Citizen Security, Access to Justice and Human Rights. Gloria has supported multiple strategies and programs to promote access to justice, citizen security, and conflict prevention. Gloria has provided public policy advice to governments for the formulation, approval and implementation of security policies and programs, support for the transformation of the justice system in Latin America, and promotion of Human Rights agendas. In her country, Gloria has combined her academic experience with public service.
She has been part of the management team of the Airport Security Police of the Ministry of the Interior of the Republic of Argentina, has led the design of the Police Training Institute and was a parliamentary advisor on the rule of law in the Senate of the Argentine Nation. Before taking up this position, she was a Justice, Security and Human Rights Specialist for UNDP in Panama. Gloria has consolidated strategic alliances and has mobilized resources for new initiatives. She has contributed to generating new knowledge and tools for action in matters of Gender and the Rule of Law. She currently is Regional Advisor on the Rule of Law of the UNDP Regional Center for Latin America and the Caribbean.

Muslim refugee women face a contested European identity” in Studies in Ethnicity and Nationalism, and “Women, Peace, and Security in the Venezuelan Situation: Centering Civil Society Efforts and Envisioning the Role of the UN” in Ideas for Peace by the University of Peace.

Yolanda Cuevas is TOJIL’s legal director. Law degree from the Autonomous University “Benito Juárez de Oaxaca”. Master in Criminal Sciences from the Benito Juárez Autonomous University of Oaxaca and Social Sciences (2010-2012). Master in Federal Justice Procurement by the National Institute of Criminal Sciences (2017-2018).
She served as Deputy Director General of the Office of the Assistant Attorney General for Investigation of Federal Crimes of the Attorney General of the Republic of Mexico City (2018-2019). She also served as Executive Prosecutor, Head of the Unit for the Implementation of the Accusatory Criminal Procedure System, of the Office of the Attorney General of the Republic attached to the General Directorate of Operational Deployment.
